Understanding Vietnam’s 2% Trade Union Fee Contribution in 2026

2% TRADE UNION FEE CONTRIBUTION

One of the most important compliance obligations employers should review in 2026 is the mandatory trade union fee contribution.


Under Vietnam labor regulations, employers are generally required to contribute:

  • 2% of the salary fund used for Social Insurance contributions


Importantly, this obligation may still apply even if:

  • The company has not established an internal labor union

  • Employees are not union members


Formula for Employer Trade Union Contribution

Employer Contribution = 2% × Salary Fund Used for Social Insurance

Example: If the monthly Social Insurance salary fund is: VND 500,000,000

Then: 2% × 500,000,000 = VND 10,000,000/month

This amount is typically paid to the local labor federation according to the applicable regulations and reporting schedule.


Why This Matters

For businesses with growing headcount, this can significantly increase total employment costs. Companies should review:

  • Payroll budgets

  • Employment cost forecasting

  • Insurance salary structures

  • Monthly compliance processes


Failure to comply may expose businesses to:

  • Administrative penalties

  • Late payment interest

  • Retroactive payment obligations


Employee Union Membership Fee

This requirement is different from the employer’s 2% contribution above.

If an employee officially joins the labor union, the employee may also contribute:

  • 1% of monthly salary

  • Subject to the maximum cap regulated by authorities

This amount is generally deducted from the employee’s salary.


Formula for Employee Union Membership Fee

Employee Union Fee = 1% × Monthly Salary

However, this only applies to:

  • Employees who voluntarily participate in the labor union

  • Companies with an established union structure
